1) "TOC-Moul.exe Publisher could not be verified": (file was then quaranteed). This was because there was no website source or file certificates
2) "toc-moul.exe (WS.Reputation.1) detected by Download Insight": (I had already turned OFF the Norton "Insight Protection" under Norton "Computer Settings")(file was then seperately quaranteened). This was because only 5 other users had reported using this file in "The cloud" so Norton considered it "Dangerous" under my "Medium" Security settings.
I failed to find any means to over-ride these circumstances with admin rights, until I crawled through the Norton protocols and also disabled Norton "Download Insight Notifications" under their "Web settings"
The problem with these circumstances is that I would have had the same result if the file had really been hacked/infected, which would also have disabled its certification. In this event I was able to use admin rights and start the download and instal
The purpose of this post is to help anyone else who experiences these same circumstances, and perhaps solicit a better solution, or encourage certificates perhaps...
