No Access to lower floors in Library

Up until this month we used to have access to the lower floors of the Library in the City of Dimensions and Ae'gura. Now that access is blocked even when the commands of a running "/jump 15" is used to bypass the canvas and barricades. I am curious as to why this has happened? PLEASE - May we have that access back??

I just joined, and one of my gripes about the CoD was that these areas were blocked...

I am able to jump the barricades with "/anim ladderup" and proceed further down the stairway. At some point (lighting is very poor) the solid floor ends and I fall through back to relto. However, it has always been this way and I see no change now.
