A lot of people who play on this shard came here after playing on MOULa (The original from Myst online) and would therefore have the directory containing the files that Mystler is referring to in his response.
If you don't have the directory to copy from, you can download Cyan's installation at this address: http://mystonline.com/en/play/
Select the download mirror you would like to use and run the install. This will create the directories you need to copy the missing file.
If you have played on Cyan's official site, you can just navigate to those directories to find the missing file.

If you did not install MOULa but use our installer to get the files, you should have a TOC Repair shortcut in your start menu. Try to launch that.

The client from http://mystonline.com/en/play/ seems to work fine. It's just TOC that's failing for me;
