Framerate usually means how often the image is refreshed on screen. Normally it is limited either by what your screen can manage or how many frames a video card produce. Sometimes the framerate is limited via software - which seems to be the case MOUL if I understand the OP correctly. This means that no matter what kind of a mean machine you're running the game with, you will only get a certain number of frames. On the other hand, running it on a real old bucket won't increase your framerate

. Now it seems that these limitation have been unlocked, which is a good thing.
MOUL is pretty old and what has been Hi-End equipment back then is now probably Lowest-End.
