Actually, maybe it would fit the most in Program Files, in the same directory as the install itself.
Not a good choice on Vista and Win7 systems... you would probably have write/file creation/delete permission issues that will never end.

Developer's choice... I have 4 shards on my system... 2 put local data in Documents and two in %LOCALAPPDATA%. I suppose the intent is to not step on each other.
