I get the following message on startup.

File not found on server:
Data\dat\Garisson_District_grsnElevator.prp.gz

Please run Cyans MOULa (to update the files) and then use the TOC repair tool to copy the files to your installation.

Normally, the launcher should download the DLLs but I guess it did not do so yet because of your Garrison download problem.

Use this package instead and unzip it to your TOC directory:

I installed everything new.
It has not helped.
It's the same message:
