Yes, the Garrison_District_grsnWellCameras.prp in the dat folder has 0 Byte after the TOC launcher ran over it.
Btw another question: I wanted to give the TOC-tPots Patch a try but both the links for Account Registration and Patch Download seem to be dead..

Win XP Pro / SP3, 32-bit: updating MOULa and using the TOC Repair Tool solved all problems, thanks

Win 7 Pro / SP1, 64-bit: needed some finetuning. After installing the latest MOULa and updating it, I used the TOC-Full-Install.exe for a new installation of TOC-MOUL. Trying the repairtool of my existing installation produced an error because of a missing QT-dll, so I decided for this way.
I skipped the message about missing PhysX and everything seemed to be fine, but at the end of the update-process I ran headlong into the well known d3dx9.dll error ...
. Installing DirectX 9 from Microsoft solved this, and everythings fine now. Well, I hope DX9 and DX11 can live in peaceful coexistence ...

Although this has nothing to do with the Physx issue it does resolve the missing files problem...

I have not been able to play TocMoul for a while.I keep gettimg PhysX not recognized,reinstalled and back again and again.

Do you mean PhysX is not recognized by the installer or the game?
You should be able to skip the PhysX check in the installer and simply click on "Finish" to start the real installation. I hope that works for you.
Make sure you have the latest PhysX driver from the NVIDIA page.

Thank you Mystler,the link did the trick.It seems that the auto-patcher(?) updates an older version instead of the latest,Is there a way to prevent this happening in the future?

When i started up Tocmoul i got an automatic update of PhysX but it was apparantly not the latest version so the proces repeated itself.Hope this clarifies.

Ah, I guess the old MOULa PhysX installer started itself. That thing can be a bit... annoying but should not be a problem for you, anymore.
